Placed under the authority of a Director, the Human Resources Department is responsible for:

– monitoring the application of State policy on the training of personnel under the Ministry;

– monitoring the recruitment of teaching staff and their continuing training, in liaison with the competent services of the ministries responsible for the Public Service and Higher Education, the technical departments concerned and the General Inspectorate of Education;

– coordinating the development of training plans for Ministry staff;

– the design and implementation of the human resources management policy necessary for the proper functioning of the Ministry;

– workforce planning and skills management;

– the evaluation of the human resources management systems in force;

– monitoring the improvement of the working conditions of personnel in service at the Ministry;

– the preparation of administrative acts related to personnel management;

– making available to the regional delegations of the Ministry, staff being recruited or at the end of training for employment;

– the application of laws and regulations relating to personnel expenses;

– entering and processing the pay and pay accessories of personnel in service at the Ministry;

– entering and validating the balance of payment of acts of recruitment, promotion, appointment, advancement in management and grade;

– entering and validating the balance of allowances and various premiums;

– entering and validating the balance of family benefits;

– updating the balance file;

– the preparation, liquidation and signing of deeds of concession of pension rights and life annuities after approval by the competent services;

– the preparation, liquidation and signing of deeds granting annuities for accidents at work and occupational diseases after approval by the competent services;

– pay disputes;

– updating the file of personnel in service at the Ministry;

– questions concerning the discipline of public officials coming under the Ministry in conjunction with the Ministry responsible for the public service;

– monitoring the maintenance of the SIGIPES application, in conjunction with the ministries responsible for the civil service and finance.

the Non-Civil Service Personnel Sub-Directorate;

the Human Resources Development Sub-Department;

the Sub-Directorate of Pay and Pensions
